Background

The Saeima, Latvia's 100-seat parliament, is elected every four years. The 2022 election had produced a fragmented house of seven parties, led by New Unity (JV) with 26 seats, followed by the Union of Greens and Farmers (ZZS), the United List (AS) and the National Alliance (NA), plus the Progressives (PRO), Stability! (ST!) and Latvia First (LPV), which all entered the chamber for the first time. Governments came and went in the following years, and public trust in the established parties was low.

Before the vote polls put the United List in front, at roughly 17 to 24 %, with several smaller parties and joint lists fighting for the 5 % threshold. A new distribution of seats among the regions, adopted in May 2026, gave Rīga two more seats at the expense of Latgale and Kurzeme. The election took place on 3 October.

Electoral System

Latvia uses proportional representation with open lists in five constituencies of different size: Rīga (38 seats), Vidzeme (26), Zemgale (13), Latgale (12) and Kurzeme (11). Seats are divided with the Sainte-Laguë method, and only parties that reach 5 % of the national vote take part. Votes from abroad are counted in Rīga.

Voters pick a party list and can mark individual candidates with a plus to promote them or cross them out to lower their rank, so personal votes can reorder the list. A party needs 51 seats for a majority, and the president asks one politician to try to form a government.

Aftermath

The United List won 35.8 % and 41 seats, 26 more than in 2022, and led in Rīga, Vidzeme, Zemgale and Kurzeme. Latvia First followed with 13.3 % (17 seats) and led in Latgale. The new alliance Sovereign Power and Young Latvians entered with 11.9 % (15 seats), the National Alliance won 10 seats with 9.0 % and the Progressives 10 with 8.0 %.

New Unity collapsed from 26 seats to 7 (6.5 %), and the Union of Greens and Farmers missed the threshold narrowly with 4.5 % and lost all of its 16 seats. Turnout fell to 51.8 %, 7.6 points lower than in 2022. The United List is ten seats short of a majority and needs partners; at the time of writing the government had not yet been formed.
